dc.description.abstractРеформа децентралізації в Україні має на меті передачу повноважень та фінансів від державної влади органам місцевого самоврядування. Необхідність у створенні сприятливих умов для розвитку громади та підвищенні якості та доступності суспільних послуг мотивує громади до пошуку додаткових джерел фінансування проєктів розвитку. Одним з ефективних джерел фінансування є прямі іноземні інвестиції. Метою статті є теоретичне і методичне обґрунтування етапів процесу залучення іноземних інвестицій для розвитку ОТГ. Аналіз стану іноземного інвестування в Україні, регіонах та на окремих територіях дозволило визначити значну залежність обсягів залучення ресурсів в розвиток економіки України від ряду зовнішніх – макроекономічних і політичних та внутрішніх чинників. Вирішення проблематики залучення іноземних інвестицій на державному рівні проводиться на вимогу і систематично для досягнення відповідності європейським та міжнародним стандартам організації суспільного життя і вирішення проблемних питань розвитку. Зважаючи на потребу в іноземному інвестуванні розвитку окремих територій та недостньо вирішені ряд проблем, які перешкоджають цьому. В даному досліджені систематизовано умови інвестиційної привабливості територіальних громад і, одночасно, окреслено коло задач, які сприятимуть підвищенню інтересу іноземних інвесторів та ефективності діяльності громади по залученню іноземних інвестицій. Зокрема, територіальна громада має прикласти зусилля на створення сприятливих умов для залучення іноземних інвестицій в проєкти розвитку ОТГ, розробку та вдосконалення стратегії, інформаційної підтримки та супроводу інвестпроєктів, поширення інформації про інвестиційні можливості ОТГ, підвищення рівня кваліфікації фахівців. У висновку зазначено, що залучення іноземних інвестицій на розвиток позитивно впливає на усі сфери життя населення громади. Існуючі проблемами іноземного інвестування на макрорівні ефективно вирішує уряд країни. На локальному рівні вирішення ряду суттєвих проблем покладається на територіальні громади.
dc.description.abstract1The decentralization reform in Ukraine aims to transfer powers and finances from the state government to local self-government bodies. The need to create favorable conditions for community development and increase the quality and availability of public services motivates communities to seek additional sources of financing development projects. One of the effective sources of financing is direct foreign investment. The purpose of the article is the theoretical and methodical substantiation of the stages of the process of attracting foreign investment for the development of the community. Analysis of the state of foreign investment in Ukraine, regions and individual territories made it possible to determine the significant dependence of the amount of resources involved in the development of the economy of Ukraine on a number of external - macroeconomic and political, and internal factors. Solving the problems of attracting foreign investments at the state level is carried out on demand and systematically to achieve compliance with European and international standards for the organization of public life and solving problematic development issues. Taking into account the need for foreign investment in the development of certain territories, a number of problems that prevent this have been unfairly resolved. In this study, the conditions of the investment attractiveness of territorial communities were systematized and, at the same time, a range of tasks was outlined that would contribute to increasing the interest of foreign investors and the efficiency of the community's activities in attracting foreign investments. In particular, the territorial community should make efforts to create favorable conditions for attracting foreign investment in community development projects, developing and improving the strategy, information support and support of investment projects, disseminating information about the investment opportunities of the community, improving the level of qualifications of specialists. The conclusion states that the attraction of foreign investment for development has a positive effect on all spheres of life of the population of the community. Existing problems of foreign investment at the macro level are effectively solved by the country's government. At the local level, the solution of a number of significant problems depends on territorial communities.
