dc.description.abstractЗелінський В. О. Європейський напрямок розвитку публічного управління в Україні: порівняльно-правовий аналіз. Актуальність теми дослідження відображається у кардинальній трансформації організації та здійснення публічної влади в Україні, як цілісної системи. Оскільки, у сучасних умовах державно-правового розвитку нашої держави, права людини та становлення сучасного розуміння правового статусу особи стають головним стимулом до формування нових сфер відносин у суспільстві умовах науково-технічного прогресу та глобалізація, що, в свою чергу, зумовили зростання ролі цифрової трансформації (діджиталізація) у системі публічного управління. Саме тому питання реалізації органами державної влади й органами місцевого самоврядування своїх функцій та повноважень, їх взаємодії як у юриспруденції, так і у державному управлінні є предметом наукового дослідження для багатьох наук і цій проблемі присвячено досить значну увагу загалом. Магістерська робота складається з трьох розділів. В першому розділі проаналізовано становлення публічного управління в Україні та країнах Європи, а також надано розуміння публічного управління в Україні та визначено його структурну побудову і класифіковано за відповідними критеріями. В другому розділі проаналізовано адміністративно-правові засади здійснення публічного управління в Україні. У третьому розділі розглянуто міжнародні та європейські стандарти у галузі публічного управління та запропоновані шляхи удосконалення публічного управління в Україні. Наукова новизна роботи полягає у дослідженні адміністративноправових засад публічного управління з метою пошуку оптимальних шляхів його розвитку та забезпечення в Україні. Список використаних джерел містить 75 найменувань. Загальний обсяг роботи – 85 сторінок.uk_UA

The relevance of the research topic is reflected in the radical transformation of the organization and exercise of public power in Ukraine as a holistic system. Because, in the modern conditions of state and legal development of our state, human rights and the formation of modern understanding of the legal status of the individual become the main stimulus to the formation of new spheres of relations in society, scientific and technological progress and globalization, which in turn ) in the system of public administration. That is why the issue of realization of their functions and powers by state authorities and local self-government bodies, their interaction both in jurisprudence and in public administration is the subject of scientific research for many sciences and this problem is given considerable attention in general. The master's thesis consists of three sections. The first section analyzes the formation of public administration in Ukraine and European countries, as well as provides an understanding of public administration in Ukraine and identifies its structural structure and classified according to relevant criteria. The second section analyzes the administrative and legal framework for public administration in Ukraine. The third section discusses international and European standards in the field of public administration and suggests ways to improve public administration in Ukraine.
